Given that Captain Britain hasn't been cast yet, I'd give it to the geriatric American. Until they are on screen, their power set is 0 in my opinion. In the comics, Britain is a highly superpowered person while America is stronger-than-strongest-normie but not at the same level. Also, America and Britain are at peace, my friend.
